I think Franz was great in the role, but no, Sipowicz is not the greatest TV character ever. I would put him in my top 5 favorite TV cops. Greatest TV character of all time is probably Archie Bunker. You could make an argument for Matt Dillon, Lucy Ricardo, The Fonz, Hawkeye Pierce, Tony Soprano or even Jerry Seinfeld.

While Sipowicz is close to the best Capt Frank Furillo was by far the best ever. If you don't know how he is you missed the standard by which all future cop shows were based.
I would rank him with Carroll O'Connor of All in the Family.

On a side note, if the makers of Walking Dead played their cards better, they could have made Michael Rookers Merle make an even stronger turn as villain turned hero.

I heard that Dennis Franz was a very nice man who was loved by his fans and cast members alike.

Denis Franz's portrayal of Sipowicz was one of the most memorable characters ever. His personal demons, tragedies, growth etc. Great writing for the part as well. Yeah I have to agree.
