In the Frazier universe, did they ever mention what influence the boys' mother had on Frazier and Niles?
Specifically, why were they so cultured that they could pass for a gay stereotype, and not at all like their blue collar cop father.

Yes, they did. Their sophisticated mother influenced them, who was a psychiatrist. So you can see how strong the influence was.
Their names were from the lab rats their mother observed right before they were born. Yes, their mother named her lab rats.

Sadly neither of his sons inherited that trait.
When Martin was aggravated with Frasier's and Niles's fussiness in one particular episode, he made the comment (and I will paraphrase) that Hester knew how to be a normal person and enjoy a hot dog and a beer every now and then. So, the sons took all of the high-brow cultured ways and none of what allowed their mother to connect to and fall in love with a regular guy with a regular job who eats regular food.

As played by Rita Wilson, she seemed a lot less uptight in their home movies, but a later version of her (when Frasier imagines talking to all the women in his life) depicts her as stuffy and domineering (though still played by Rita Wilson)
If I had to fan-wank it, I'd say that she was already well-educated, but relaxed enough to marry a cop whom she truly loved. But once her sons were born and showed signs of high intelligence, her version of "mama bear instinct" kicked in, and she raised her boys to be "cultured" rather than street-smart
Now that I think back on it, Hester Crane was essentially Lilith Sternin ... makes sense
