Did he always have his sights set on Karen right from when he stared at her in his first scene? At first, he just seems like a respectable cop who comes off as doing his job and helping ease the couple's discomfort with his service (though no doubt he offered to help out of personal desire), and it seemed to me more like his obsession with Karen took time to grow over circumstances.
