In the synopsis it is stated that the cats reference refers to a well known children's novel...?? Anybody know the title?

No, there is no book, it was especially written by King for the screen as an original screenplay.
The quotes at the start of the film come from The Chillicoathe Encyclopedia of Arcane knowledge, but again this is purely a fabrication of King. No such volume exists.
Although if that kind of thing is your cup of tea, try googling authors like Montague Summers, Colin Wilson and Richard Cavendish who have written many fine books covering the kind of subject matter in this film.
