Actually, it's much more than passable.
She sings in tune, bending just enough notes to be interesting and not overdoing it; she has a fine sense of rhythm, she breathes in the right spots, she holds out the vowels where they need holding out... in short, she does everything a good singer is supposed to do.
True, she does not have an operatic quality - and thank goodness! I would rather have her lack of vibrato than have too much. She has a natural, not-overly-trained voice with a pleasant "down home" feel to it.
When she was in the Moonlight Lounge, she (rather her character) was pretty much "phoning in" her performance - but when Delores was with the nuns, even as she taught them to sing better, she was inspired to do so herself.
Which, of course, is what the character was supposed to do.
... and Whoopi was up to it. (That is why she did not need to be dubbed by anyone else.)
Most of all...
She Sells the songs she sings. That is the best any vocalist worth her salt can ask for.
