We don't know who that woman is, we don't even know who HE is and neither does Linda. Confronting him wouldn't help her--it would just make her look like a foolish, crazy woman freaking out in a bar
While what you say is technically true about the 'other woman', the reasonable implication is that she is yet another victim for Luiz and not someone like his sister. The reason we know this is because Luiz pretends not to know Linda when he is spotted. If the other woman was not another mark, Luiz would have introduced her. He was working another scam. Also, he said he was going back abroad and that was obviously a lie.
Would Linda have accomplished anything by confronting Luiz in the bar? Hard to say. Chances are she would have blown his cover and alerted the latest victim. That's something, at least.
I also think it's kind of funny that the actor who played Luiz is now a psychotherapist living in London. Seems he is still getting inside peoples' heads....lol.
