It always made me wonder whether this could be possible.
It's not possible even if you can see. Government issue weapons belong to the government and are returned upon completion of service. This part of the plot is quite a stretch, but it touches on a realistic part of military service. For an officer to relinquish his side arm was a declaration of surrender to an enemy which is what Frank's character may have been referring to but with a big helping of dramatic effect.
There's a moral to this story Del Boy but for the life of me I can't find it!
That and he likely owned the gun himself.
