When they were young, both he and his sister (Liz Hurley) were mentally tortured by their father who made them sit through back-to-back video showings of Wesley Snipes' other movies. Hijacking this film and out bad-acting Wesley Snipes was their way of getting back at their father.

That was the main plot hole.
This flick is really lacking in substance, and continuity. Many matters were unexplained, and all characters were cardboard cut-outs, while fight scenes and a volley of f-bombs were offered up to somehow compensate us for the poor writing and inane plot-lines (the list of continuity errors and 'goofs' here at IMDB is extensive).
What did it for me? when this world-renowned terrorist is shooting at Snipes at the Carnival, with no obstructions blocking the path (Snipes is unarmed), and misses every time, amazingly NOT hitting any kids on the merry-go-round. some terrorist - can't shoot straight. and later, Snipes, this security 'expert' is re-boarding the plane for the final showdown and drops his gun on the tarmac! C' mon man...!

He was born with a silver spoon up his rear (aristocrat) and both he and his sister were beaten and mentally abused by their father. This drove Rane to become a self-entitled sociopath and he eventually killed his father which brought him some amount of joy, so he went on killing people for his own sick and twisted amusement. He is a lot like the Millennials today that kill their parents then go on a murdering spree.
There is no indication that his associates are anything more than hired thugs. It could have used some more backstory to make their role clearer.
