Doctor Who reference?
Is Rizzo dressed as the Fourth Doctor in this movie? The outfit looks similar and he says "Jelly bean," which reminds me of the Fourth Doctor saying, "Jelly baby?"

I think if they wanted that, Rizzo would've called them Jelly Baby rather than Jelly Beans.
The outfits are more because it's from that time period.
I truly don't think it's based on Dr. Who at all. But that's just my opinion.
