Poor lady helped Kevin and then got to spend her Christmas homeless while Kevin’s family, who should be charged with child neglect, enjoy free presents from Duncan’s or Santa. Don’t think too much about that ending.

Pigeon lady would have been uncomfortable being around people - she had a difficult enough time with Kevin.
Besides, Kevin's little talk about life lessons to her may have set into motion a change for her.
Maybe but a little cash couldnt have hurt.

Agree - cash never hurts.
But most homeless people are homeless by choice these days, at least in America. There are shelters she could stay in, get a job or on get any of the vast social programs in place, get a permanent place to live. Some people just have issues and are literally happiest living homeless.
Hopefully, her interaction and conversations with Kevin will convince her she's not as hopeless as she thought, and maybe she will open herself back up and start trusting people again. Kevin helped old man Marley in the first movie to reconnect with his son and granddaughter, and maybe he helped pigeon lady get herself back into the human race.
But yeah, some cash would have been nice.
