What's the significance of the guy with the sword, I must have missed something important with him other than him being a protege that failed.

He's one of Beezle's adopted sons, kind of like the kid Adam. He states that he was once part of his scheme of things.

Beezle said he was his biggest disappointment. Likely he was a protégé of Beezles and turnred out to be a bust. I got the feeling Beezle really liked Charlie and would have liked him to be his protégé.
