One question bugging me about Civil War


1. During the scene where Winter Soldier is getting interrogated.. Cap, agent 13 and Falcon start to question the legitimacy of how Winter Soldier photo was put in the media and captured.. What i didnt get was, how did they form the conclusion that it was Zemo at the time responsible? Wouldn't it be logical to question the head of the organization first like Everett Ross?

I would think that they had their suspicions since the psychiatrist was the only one who can have access to the room alone.

Their belief was that the visual of Bucky was planted. Steve and Sam had been looking for Bucky for a couple years now with nothing and now he's getting caught with his mask askew by a security camera? So if the visual was a set-up, it wouldn't be coming from the task force. It would be coming from someone who wanted Bucky in custody in order to get to Bucky. The only person who was outside the task force but had access to Bucky was the psychologist - making him the logical suspect.

How do we tell the good guys from the bad guys?
If they're shooting at you, they're bad.

Why woudlnt it had come from the task force if they were also looking for him?

Because they weren't looking for him until after the bombing. The person setting this up wanted Bucky and used the bombing to get him. So someone who wanted him before the bombing wouldn't be on the task force that didn't start looking for him until after.

How do we tell the good guys from the bad guys?
If they're shooting at you, they're bad.
