The film refers to Cabrini Green, at one point, as 'the projects'. Typically, in the context of city redevelopment, a 'project' is intended as an a housing solution for low income families. These types generally don't look after an area.
FYI, Cabrini was in the North Side of Chicago. Not the South Side.
