Yeah, I wondered that too. Someone as drugged, boozed, and hyped-up as him, and obviously needing something to get him off just then - I'd be surprised that in real life if he'd stop at the simulation, and then just walk away.

He was a cop, with all the power, and he had two young chicks in a bad situation. I'm sure that there've been more than a few cops who got a coerced BJ or handjob in a situation like that.
