He wanted their money! Why pay it out when you can convince them to keep betting and keeps extra cash in his pocket. Odds can change too but it's only a couple guys, doubt they impact much.
shareSeems like managing his losses and/or covering them somehow. I think it's kind of standard bookie logic, especially if you make some percentage on everything. If you can lay off your bets, you can hedge your losses.
