HELP WITH NAME OF FILM IM TRYING TO REMEMBER BOY GROWS LONG HAIR

Hi im trying to remember the name of a film that i saw years ago. I couldnt think where else to ask this question. But as i think the film was made in the 90's and nwas possibly made in Canada i thought id ask here.

The film i remember is about a boy who is bald. Either he's got alopecia or he lost it after some traumatic experience. I remember something about a fire or something. Maybe his family was killed. I think he went back to the burnt out house or it might have been anbother house. In thge house he meets this old guy or old couple i think. They make this potion sort of paste stuff. Reminds me of peanut butter or they might have put various thing from the fridge in the potion paste stuff including peanut butter. Anyway they smear it on the boys bald head and its meant to make his hair grow back. Im not sure if his hair grows back really long over night or after a few weeks. But his hair grows back. It grows much faster than a normal persons hair does. I remember a scene where he goes back to school and the class or all like wow whats goign on. I remember later scenes where the boys hair is really long, like down to his waste and hes walking along the street. its really windy and its getting blown everywhere.

He tells his friend about this potion paste stuff. His freind obviously puts it on his groin area as we later see hair coming out of the bottom his trouser leg. (Remember this is a kids movie not some dodjy sicko movie so dont go what the hell). I remember a scene with his friend and him in front of the teacher wanting to know whats going on. Im not sure but i thionk he might have lost all the hair again at the end.

If anyone knows the name of this movie please reply as ive been wanting to see it again for years. I just cant remember the name.
