Do you believe Tommy REALLY tell Martin he could have his luggage?

The episode when Tommy and Martin went at each other over some luggage Tommy let Martin "borrow". However, Martin believed that Tommy said he could have it.

Who do you think was in the right?

Tommy.

I don't think Tommy just gives stuff away but Martin feels entitled to take things.

Remember Cole? He concurred that Tommy said that Martin could have the suitcase.
