What was the purpose of taking it from Cyberyne?

Right, but they were blowing up Cyberdyne and it's contents anyway. Ending up at the steel mill was a happy coincidence.

Because they thought the explosion would not destroy them enough.

They seemed pretty confident the explosion would do the job. Sarah says "it's over" just assuming it did the job.

Just seems even riskier keeping them for just whatever to happen along the way.

She says it's over after they throw the arm and chip into the liquid steel. Not when they blow up cyberdyne. Also the Terminator wouldn't have been able to sacrifice itself with Sarah's help if they never went to the steel mill. Even though it's not stated it's possible they planned to go to the steel mill to destroy the arm and chip. The Terminator may have lead them there to it on purpose.

She wouldn't say it's over unless she was also confident they blew up Cyberdyne. If there was any doubt that they didn't do a good enough job blowing up Cyberdyne...what was the point in even blowing up Cyberdyne in the first place?

The point is, the destruction of Cyberdyne was sufficient and they made sure of it. The arm and chip should've been part of that rubble.

Also, the mill was definitely accidental. The thought of melting T1000 wasn't even in the cards when he could've just picked him up and threw him in instead of shattering him.

They blew up cyberdybne yes but they did not want the chip and arm to be able to be retreieved cause even burned they might still be found.

That was all rendered moot anyway after T-800 broke off his hand again and just left it in the steel mill.

That arm was crushed beyond recognicion. It became nothing but a wad of metal. You need to watch the movie again. You cannot hardly tell it is even an arm. I do not get how so many people do not notice this. It was not intact like the arm at the end of the first one! It is a big wad of crushed up metal!

They weren't certain that they would be destroyed in the explosion. Remember it survived the oil truck explosion in the first movie. Had they gotten away without the T-1000 in hot pursuit, they would have figured out another way to destroy it.
