I think by that point in the movie, it didn't have to make sense. Anything that moved the movie closer to the end would be acceptable!

"I just watched 'Turtles Forever' (2009) the other day. There's a scene in which Krang says the contraption he wears, what he refers to as an exo-suit, is known by its more technical term 'molecular amplification technology'. Ugh, what a mouthful!"

It's possible maybe Shred-Head got his hands on some of those whacked-out gizmos even though there's no knowledge of a Krang in this Turtle-verse.
