What was the race of the President

He was played by Kurtwood Smith I believe (the guy from Resurrection). He played the President of the Federation. He had this bushy hair and eyebrows.

I thought he was Klingon but of course that can't be, right?

Do any of you know what race he was or what planet?

I don't know the Federation President gave me the impression that he was blind.

Anyone else have a theory on this?
