Standard Operating Procedure

I acknowledge that I'm no expert in either military or law enforcement SOP and/or tactics. That said, I have some concerns about SA Utah's approach to the bank robbery they witness. He decides to pull his weapon and announce himself as "FBI" from across the street (30+ yards I'd guess)...he can clearly see he's way outgunned, and his partner is much more engaged in the meatball sub- TWO subs- than the task at hand. In doing so he kicks off a high speed chase that leaves more carnage and destruction than half a season of Walker, Texas Ranger. Doesn't "get his man". AND hurts his little knee...also wastes an entire magazine shooting the sky.

This wasn't Adam 12, or Dragnet, or S.W.A.T. It was an early 90's action movie. Let's face it Utah was undercover, radio problems or not, why would he even be backup? He should have been in a Van with the microphone speaking to Pappas.
They could have had the same action sequence, without Utah being all Uber-Hero. In fact it would have more tension if the action scene happened and Utah was helpless to assist. It could have been doubly dramatic if Angelo was killed in the raid and they found out it was the wrong guys.
