I'm guessing it is. It's probably one of those things she can do. I saw her in Return to Me, and in one scene, she briefly uses that voice again.

I'm wondering if they just slowed down her real voice. That's what it sounds like.

Sounds like she was dubbed or they slowed her voice down. One of the only real good jokes in the movie.
