According to TvTropes, Hudson Hawk is supposed to be a "Spiritual Licensee" of Lupin III.
I suppose I can see Hudson as Lupin, but the others?

Im sure the filmmakers saw Castle of Cogliostro in a theater or import laserdisc and got influence from the anime Lupin III
