You can tell Chuck Norris was trying to cash in on Steven Seagals brand of action movies. Which were making money at the time. Chuck, with his slicked back hair, black clothes, ruthless fighting style, the smart ass comments. ETC

Oh, but he was; 'Above The Law', 'Hard To Kill' and 'Marked For Death' were all out at this point that those are three of his biggest movies.

I did hear a theory that the script may have been written for Seagal, but he turned it down so they went with Norris instead. Seems probable to me. What do you think?
