He's not supposed to be from a real country. His accent is a made-up one, and the conversations he has in his "native" language (with the caterer, for example) are total gibberish!

There is absolutely NOTHING French about his accent. It is somewhat German, he was like a prequel of Bruno. The entire character her is nothing but gay stereotypes and is honestly extremely offensive.

At least there will be plenty implied.

It's a made up accent, he comes from no specific country, he's not meant to, his entire character is meant to be funny because he speaks in a dialect that can't be linked to any county in particular, it's just a weird accent that no one speaks with.
