They were banished to hell by the seance participants because they wrongly thought Bill and Ted were demons, which I thought was hilarious!

It was in the script so they had to go. Don't try to make too much out of a screwball comedy. Just suspend some belief and enjoy it.

Indeed, Missy is shown taking a book about evil spirits, when they got mistakenly taken by evils, that's why they end up in hell.
Of course it's a movie, but it has to make sense in is own way.

They went to hell because of the "Spell" that Missy casts. It's purpose is to send ghosts to hell.

Yes they were banished to hell but who knows where the reaper would have took them if he hadn't been melvined
