Is it ever actually explained?

Yes it absolutely is...The first step is even shown in an episode.

Basically, you pin a guy down, pull up his shirt and pour syrup all over him. Then, you smack him on the stomach/chest with a tennis racket. This makes a welted imprint of a waffle on the person, and also leaves him sticky and annoyed.

Farting on his face during is optional and makes the waffle truly awful. I'm pretty sure this step would have been carried out by Donkey Lips if it ever happened.

LOL, that's awesome. I remembered the first episode where Budnick was going to let that nerd take the fall for breaking the glasses but the camera panned away.

I never heard of it outside this show. That's why I loved shows like this on Nickelodeon. Pete and Pete was the same way. They'd have something like that I never heard of, but I can really imagine that happening at a summer camp.

Someone at work said "aweful waffle" the other day, and I busted out laughing. The sad thing is, when she said it, she wasn't making a reference to the show. So when I started laughing, she had no idea why I thought it was so funny.
