The show was broadcast all over Michigan, I thought. I know he was big on friend discounts, though, and was willing to stop shopping at Harry's over it, so maybe he was just really frugal. (Al also complained that he got all of his construction done free by using Tool Time segments.)

There is a man...he travels fast...he has purpose...he brings violence and destruction.

It was basically teleshopping, he didn't get paid by the networks the show was on but by Binford tools. Tool Time was not fully nationwide, but also not only regional in Michigan, because they got more stations to air them during the run of Home Improvement.
Also in Season 7 (I think) the Tailors bought a house as investment and rented it to Al. So yea, I guess Tim made quite some money on Tool Time.

Assuming they didn't have much debt other than mortgage and car payments; I'd say as long as they were careful with their budget his show would probably be at least a livable wage. It wasn't anything big, but it was a state-wide show (and during the show they did expand their viewership to some other markets like Milwaukee, Columbus, and Chicago. I would say his salary was in the ballpark of $50,000. Sure that's not a lot to support a whole family, but it's manageable. And don't forget this show was in the 90s, and even then the cost of living was lower than it is today.

Now I will agree that it is a bit ridiculous how Tim always seemed to have plenty of money for just about anything he wanted, but I'd say that's just a typical suspension of disbelief situation that many shows (especially comedic ones) use as they please. Heck, look at a show like Simpsons for instance. There were some episodes where they talked as though they were just barely above the poverty line, but then others it sounded like they could afford virtually anything they wanted. Now of course Simpsons isn't meant to be half as serious as Home Improvement, but the point remains the same.

If you don't want to be spoiled, you shouldn't be here in the first place.

Tim made 115,000k before taxes. In one episode he rubs that in Al's face after seeing his pay stub and noting Al was only pulling in high 40k.

Also, I made this all up.

That seems about right plus Jill had money from her parents I believed.

Don't forget, Tim was employed by Binford Tools. I think in one episode he talked about how he used to be a traveling salesman for them before getting the show. Tool Time was like a marketing show for their product. So I don't think his pay would be totally dependent on ratings.
