Why does Mr.Bone always yell at Doug and point a finger at him all time and threaten him and say that something is going to go on his Permanent Record? What had Doug done to get this kind of abuse from Mr. Bone despite he hasn't done anything wrong or is minding his own business?

Mr. Bone desires authority and seems to be self-conscious regarding the fact that he's merely the vice-principal. As the vice-principal, however, he's the one who does all the disciplinary work.
