In the episode Doug Rocks the House, a kid at school that looks exactly like Larry and is dressed exactly like Larry, asks Doug for his autograph. The only difference was that he didn't sound like Larry and he asks Doug to make his autograph out to Rusty. I guess Larry had a twin or a brother that liked to dress up exactly like him.

I don't think his character drawing's name was actually mentioned until Doug's Big Brawl, and that may have been when they cast a voice actor for him. Meaning prior to that, he was just an unnamed "extra" and they hadn't assigned a specific voice actor to him.
