It's hard to pick just 3...I think most people would place Doug, Skeeter, and/or Patti in those slots, but I usually try to go with ones besides the main characters...because of course I like them a lot, but I want to give others a chance to be mentioned...
Judy, Roger, Beebe, Chalky, Connie, and Boomer were always my favorite kids besides Doug himself.
And naturally I love Porkchop, Mr. Dink, Tippi, Mr. Bone and various other parents, teachers/school staff members, Bluffington townspeople, and adults in general.

Oh, yeah...the Disney version...>.> Okay, you're right, now that I think about it. He did have one or two other appearances. I revise that statement, then, to mean that I wish he'd had another more substantial role in an episode. But he is a great character, regardless.
