For the typical family in 1995, the internet was like that - a strange, complicated computery thing that only the tech-obsessed members of the family (like David) would take the time to understand.

At that time, the web was in its infancy, and a lot of users still connected to text-based BBS services, which I assumed that David was doing - he talks about "calling" people's computers, which you had to do in order to connect to a BBS service hosted on another computer. This is also why the phone bill at the beginning of the episode is so high.

The scenario of the episode itself shares its theme with the early-80s film "WarGames". Don't know if Andrew Marshall had seen it prior to writing the episode, though...
