Elsie, the lady who minds the doors during the meeting and who also works in the hotel, seems to have escaped drinking the potion!
She gets a lot of screen time so i would have assumed she would appear at the dinner. She was working when Luke took the potion back to his grandmother's room. I hardly think she would have been allowed to have dinner with the other witches.
That's two that got away. If the chef witch had not been foolish enough to taste the soup she'd have gotten away, too.

The blondish hotel woman however is seen transforming in the final extended transformation scene not far from the English witch who first approached Luke. We definitely see her begin to become a mouse, at least.
