Vibrating tumbler is the official name for it.
And correctly stated, used to clean the brass casings for re-loading and so they look nice and polished. Clean/polished brass is also important because you can help notice cracks or when the casing needs to be discharged and thrown out. Usually they are go for multiple loads and if you fill them properly and keep the brass clean (via tumbling) you can usually get a lot of rounds out of them.
If you shoot a lot re-loading and making your own ammo is generally FAR more practical than buying it. .45 ammo for example is like $40-50 for 100, and you can EASILY go through 100 in no time at a shooting range.
Once you have the gear the cost to make your own is like 1/3 of that. And you just pick up the brass at the range or wherever you're shooting.
