I love the premise and the chase scene was awesome, not a thinker or a great piece of master film making but definitely worth watching it's fun and I've seen it several times it stands up. Coleman and his partner are both great, the psycho and captain are both very funny too.

The Summer Of Grunge
I found this in the clearance bin of a video store for 99 cents. It was a great investment! "Short Time" is a terrific mix of action and comedy with a wonderful performance by Dabney Coleman. Some scenes are hilarious, some are exciting, and others are quite touching.
