What about that claim, mentioned in the movie, that most Russian missiles were in a bad condition and not ready to launch? Does someone know more about it?

I only remember the bare bones. Somewhere during Ronald Ragan's administration and Glastnost, news began to leak out about Russia's military inferiority. The Soviets knew the gig was up. There were secret negotiations of terms with the Americans, and after it was a done deal Mr. Reagan scaled the podium, gave a rousing speech, and finally grandly bellowed out his "challenge": "MR. GORBACHEV, TAKE DOWN THAT WALL!"
And walls started falling all throughout Easten Europe.
