What nonsense! Neither of these actors are German or remotely sound German. Yes, there are ethnic-looking Germans, but they're hardly the norm. Perhaps if they'd been Turkish actors, or remotely Turkish-looking they'd be more credible but speaking as a Latino I can say that our population within Germany is not very large.
Eastwood or whoever else was in charge of casting just wanted to demonise Latinos, even though the original screenplay described the villains as Germans. If Eastwood and co felt so strongly about making Latinos look bad he and his collaborators could at least got rid of the façade and changed the villains' names to something more credible.
