Based on his demeanor, it certainly looked like he was trying to get it into the basement without anyone seeing him.
But he knew and was pretty quick with his answer that there wouldn't be any reception down there.
I think he was bringing it down for everyone to watch, he would have had to go back upstairs to get the rabbit-ears he dropped to get any reception in the basement. It could have gone either way though...

He definitely wasn't helping out. Even if the TV had no signal down there, it would be yet one more bargaining chip while in the cellar.
It's been fairly clear that he doesn't think much before speaking or acting. He might only just have remembered that the TV would have no signal in the basement that moment.
When Ben goes into the basement towards the end, he got radio reception. So it was just Cooper BS-ing it.

Now that I think of it it seems Romero put that in there to purposely address what Cooper had said.
I caught onto that as well, but I still think he really meant it that he was bringing it downstairs to the living room. Cooper was a complete douche, but I don't think he was bringing it down the cellar though.
