Well, since it was shot in 1989, that would make it the late 80s, which is substantiated by one of the songs on the soundtrack being from 1987.

Well Gloria Harper was using a 1980's IBM PC at the car dealership office, and most of the cars were 80's models.

At first, Don Johnson's attire looks 60's (the short-sleeved shirt with the sleeves rolled and the narrow tie) and his vehicle adds to the look. But the soundtrack puts it at least in the late 80's. Billy Squire's "The Stroke" was released in 1980 and Lang's "Angel with a Lariat" was from 1987.

here is the thing. the time period was current day for when it was filmed, which was late late 80s

okay... but there's another side to that fact. see, in small towns like that it's common that life is running about thirty years behind the current times. which means in that small 1989 texas town it was EFFECTIVELY 1958 or 59

make sense?

yeah i concede the older cars added a lot to that feel. that was probably intentional, by hopper. also, the older classic cars were more front and center which could caused that illusion. but if you look next time there are late 80s new cars at that lot too, mixed in right beside the older classic ones. but whenever they drove one or stood by one it seemed to be an older one. so hence, the focus was on the older ones even though the newer ones were there too the whole time.

Yes, it's probably because the town looks old is why it seems like it's taking place in the '50s or '60s. There is a neighborhood were my grandmother lived and you'd think you had stepped back into the '60s or '70s. Her house had a furnace on the walls and window a/c.

The novel on which the film was based was written in 1952. A screenplay that was to star Robert Mitchum was written in 1962. Many of the fashions from that period reemerged in the late 80's and early 90's. There is no mistake that this movie has a 50's noir vibe.
