Couldn't he have told Chicago about one of the passengers leaving their kid at home and then they could have contacted the police?

It may not have worked. Later in the movie two officers actually go to the house to check it out. The frightened Kevin hides and doesn't answer the door. The officers report that everything looks secure and unoccupied, and make a comment to the effect of "tell that lady to count her kids again."

They also would have contacted the French authorities so as soon as they landed they would be there to help the McCallisters, and they wouldn't have to bombard the pay phones.

Also they could have gotten an officer to the house much sooner than they did. And even if Kevin didn't open the door for them, Kate could give them permission to enter her home and insist that they do.
