Voice of The Blank - Who was it?
It sounds like Pat Welsh but she is not credited, yet no one seems to be credited.
"There's a big difference between winging it and seeing what happens. Now let's see what happens".
It sounded exactly like the voice of Princess Leia when she was disguised as a bounty hunter in Return of the Jedi, and since that was Pat Welsh, it was almost certainly Pat Welsh's voice in Dick Tracy too.
I don't know why she was uncredited but she was uncredited in Return of the Jedi and uncredited as the voice of E.T. too:
