Because he was able to live in the dreams of the people around him. Hence the line 'Bring me a Dream Burke'. That and steroids as you can tell from the male pattern baldness he was inflicted with.

This movie was trying to do a quickie genre blend. Sandman is a crazed killer/slasher. Therefore make him like Jason or Michael Myers a little bit.

That is 200% what I thought he was, when I was a kid but then I had to think about it.

When kids watch PG-13 movies or rated R, not all of the content will make sense. Hell, Tom and Jerry got funnier when I grew up and understood how goofy and violent they were. Ok, so onward to the answer to "everyone's question".

The lovely agent played by Cynthia Gibb was cracking down on the case of why there were dead people coming up and no explanations on why ?? I believe it was a 2 part situation. **bare with me since I'm not perfect with the character names**
Cynthia Gibb's character hired the nerdy young computer hacker and through him and Van Damme's undercover presence "they both came up to the conclusion that body parts were used to keep people alive". When Gibb's character said "Go ahead, tell her how you were using killer's body parts to keep her alive". (something of that sort)
I came up with the conclusion that Sandman when he got shot in the beginning and never died, the "only" logical answer is, "he was 1 of the experiments". If you used body parts to revive him from the dead, that's all the answer can be. Like others I thought he was another knockoff of villains from movies like "The First Power".

Now why was he so strong, you may never know. Steroids could be part of it, yes.

1 of my other questions was "how do you make liquor in prison" ??? Hawkins played by Robert Guillaume gave 1 of the cops some liquor that he brewed up that looked like old dark expired urine. Was it, just that ? LOL

Maybe stereoids. I think it was mostly because the guy was super psychotic.

Patrick Kilpatrick (the guy who played the sandman) was just perfect casting. the guy legit looks like a psycho. ask him to hit the weight room a little, bleach out his eyebrows, paint a nasty scar on his face & chop up his hair... and voila... u have one crazy looking MF'er.

I must also agree w/ the poster who proclaimed that they needed a larger than life villain in the vain of Jason or Michael Meyers.

again, I don't think it was necessarily strength (although he was obviously powerful & strong). I think its the total package - looks, strength, attitude, psychology, menacing, notorious (meaning everyone knew about him), his mannerisms, etc... the sandman was by FAR the coolest/oddest villain in a JCVD movie, IMO.
