The Rugrats names

Was all the Rugrats names a coincidence or done on purpose? I mean we have of course Chucky, then we have the other doll Tommy, the foster father is named Phil. I mean its kinda funny we have Chucky and the other doll is named Tommy.

And the family's last name was "Simpson" back when The Simpsons were very popular in the early 90s. As for Rugrats, that didn't come out until '91 while this film came out in '90. So if Anything, Rugrats took inspiration for the names of Chucky, Tommy, and Phil from this movie.
