So who played the Soviet leader?

The voice credit for the Soviet leader isn't listed despite playing a pivotal role in the film.

My guess is that it's character actor Kenneth Tigar. Am I right?

I always thought it sounded like Walter Koenig from Star Trek.

I just watched the movie yesterday (for the first time), and was wondering the same thing, because it sounded an awful lot like Peter Jurasik's voice, the actor who played Londo Mollari on TV's Babylon Five (one of the best shows ever made, and one of my favorite characters on that show).
