SIOP?
I might stand to be corrected on this but there is a lot of discussion about the different options the president or the vice-president has under SIOP, but wasn't SIOP a totally inflexible entity at this time? Wasn't it designed to launch an all-out devastating attack on Russia and China with no possibility of recall once initiated?
