Dr. Hill's psychic link with other re-animated corpses

I'm just wondering, since Dr. Hill's head had a psychic link with the three (the two male and the policeman's wife) cadavers that "survived" from first movie, didn't he do something with the re-agent in the first movie to allow him to command the bodies he resurrected.

How on earth he could also contact Chapman to get his head from Dr. Graves when contacting the three bodies from the first movie, since Chapman was resurrected by Herbert West, not by Dr. Hill?

Dr. Hill was suposed to have the psychic link with the dead in the first....but for some reason alot of that stuff didn't make it into the film.....but it still gets portayed in the sequel.

You could argue that the zombie with the most consciousness kept has the control over all other tissue (and therefore zombies) that also have the green goo in it and that it's a side effect of the goo.
That would have been a great theme to explore in this sequel, but no, they had to go the "let's retread everything people liked in the original" and make this zombified sequel.
