I don't think that the age is very far out really.
Love and Death is towards the end of series 2, so presumably a year or more had passed since the beginning of series 1, although to be fair viewers did see series 2 in the same calendar year as series 1.
Series 1 however was written and made in 1989.
In Alive and Buried it was mentioned that Victor was 60 or had turned 60, but we didn't know back then exactly when he had turned 60.
I seem to remember that in a later episode it was mentioned that Victor was 61, so time had then already moved on somewhat.
By series 2 as you say Victor would have considered to have been about 62.
David Renwick's initial idea for the series came to him in 1988, it was then that he thought about a sitcom about a man who had turned 60, hence the use of 1928 as a year of birth later in series 2.
I think the timing could be considered to be a few months out yes, but half a year at the most and wholly due to when exactly each episode or series was initially broadcast.
