Is it just a coincidence that both Joan Severance and Kevin Spacey were on Wiseguy together and played brother and sister and got cast as partners in this movie or was it set up like that on purpose? Anyone know?

I don't know, but my guess is that some casting director saw them and suggested to the director that they were effective playing a team.

The director of this movie was a fan of Wiseguy and liked their chemistry.
