Why they make Road House’s big rival some old fart golf guy? Hardly a formidable foe.

Because old fart golf guy has the money and political power that comes with age and experience. There was already a young rival for Roadhouse who was a physical foe (Jimmy) but they needed someone that Roadhouse couldn't just beat up to defeat, so that's where old fart golf guy comes in.

You have to think of the Bond formula to an extent. The character played by Ben Gazzara was the wealthy and powerful villain, and Jimmy was the henchman.

He had a monster truck, goons, and a helicopter. He didn't need to be physically fit. He hired others to do his dirty work.
