When Capt. Harris is flying off at the end (w/ the balloons), is that Boston in the background? Sure looked like the John Hancock Tower in the background & sailboats on the Charles River, below him!

It might be. You can see the CN Tower in the background during the boat chase in part 3. I guess they never really established what city they were in.

Its supposed to be Anywhereica since most of the films were shot in Toronto, but its also assumed that the city could be Chicago according to several of the street names mentioned in the first film.
